The "Handbook of procurement" by Dimitri Piga and Spagnolo  is a good example of a business- oriented approach to public procurement….. In parallel to the coordination of practice-oriented training on a broad level, university education in the field of public procurement has to be kept in focus even if only a low percentage of the purchasers will be able to graduate (due to their qualifications, costs and time). Since these graduates mostly will occupy management positions, they will disseminate their acquired skills within their team. In Italy the University of Tor Vergata has installed a Master program in procurement.
