The scholarship is the main benefit provided by the state for students who are "capable and deserving but without means" to enable them to reach higher levels of education. It consists of a sum of money and also provides for the exemption from university tuition fees and regional taxes. The competition for the scholarship is open to enrolled students who attain their first bachelor’s or undergraduate degree, or PhD without grants.
